If you're about to hire a Moroccan freelancer, or you are one, these numbers decide whether the setup holds up. This page pulls the Morocco self-employed key figures for 2026 into one place, each with its source, so you can check or quote them without digging through ten sites that don't always agree.

How many self-employed workers are there in Morocco?

Morocco had 463,383 registered auto-entrepreneurs at the end of 2025, according to the DGI activity report relayed by TelQuel on 29 June 2026. That's roughly 5% more than a year earlier, and the status accounted for 69% of new individuals registering as professionals in 2025.

Two takeaways. First, it's still the default door into independent work: of 144,942 new professional registrations last year, 45% were individuals, and close to seven in ten of those picked this regime. Second, growth is slowing. A 5% rise is a long way from the launch-era rush.

One caveat before you build a market estimate on it: 463,383 is a stock of registrations. It doesn't tell you how many of them file revenue every quarter, or how many sit near the cap.

What are the revenue caps in 2026?

Article 1 of Law 114-13 sets the annual cash-in revenue a self-employed worker can't exceed: 200,000 MAD for services and 500,000 MAD for industrial, commercial and craft activities. It's the money actually received that counts, not what was invoiced.

For a consultant, 200,000 MAD works out to about 16,700 MAD a month on average. A developer billing a European client can hit that in ten to twelve months, sometimes sooner. Article 8 provides for removal from the register when the thresholds are exceeded two years in a row (so one bad year isn't fatal, though it's not something to plan around). Our page on the self-employed revenue cap in Morocco covers the mechanics, and the guide to deregistration of a self-employed contractor explains what follows.

How much tax does a self-employed worker pay: 1% or 0.5%?

A self-employed worker pays a flat tax on cash-in revenue, with no expense deductions: 1% for services, 0.5% for trade, industry and crafts. The tax is described as final for income tax purposes, so no further income tax is due on those receipts.

Take a consultant who collects 150,000 MAD in a year: the tax is 1,500 MAD. A shop owner collecting 400,000 MAD pays 2,000 MAD. Those amounts are small, which explains much of the regime's appeal. The rest of the tax picture (VAT, business tax, how it compares with the standard regime) is in the guide to self-employed tax in Morocco.

How does the 30% withholding above 80,000 MAD work?

For services, the part of what one client pays in a year that exceeds 80,000 MAD is subject to a 30% withholding at source, according to the 2026 DGI guide as reported by Le Brief. It mostly hits freelancers who work for a single client for a long time.

Here's a worked example, with invented figures: one client pays a services contractor 120,000 MAD over the year. The part above 80,000 MAD is 40,000 MAD, and 30% of that is 12,000 MAD. So the 1% regime doesn't behave the same way when one client makes up most of the activity. Check your exact position with an accountant before agreeing to a long contract.

Filing, VAT and social security: what do the texts say?

The 2026 DGI guide mentions monthly or quarterly declarations, due before the end of the month that follows the period, but the ae.gov.ma portal works quarterly in practice, so check the frequency set on your account. A period with no revenue still has to be filed. On VAT, the self-employed worker sits outside the scope while revenue stays under 500,000 MAD, which also means invoicing without VAT and not recovering VAT on purchases.

On social cover, article 2 of Law 114-13 provides a specific social and medical coverage scheme, with conditions set by separate legislation. Contribution brackets and rights are detailed in our guide to CNSS for the self-employed. What matters here is that this cover is thinner than an employee's.

Which numbers should you watch during the year?

Three counters are enough. The first is cumulative cash received since 1 January, against the cap for your activity: update it at every payment, not every invoice. The second is the running total per client, since the 80,000 MAD threshold is measured client by client, not across your whole activity. The third is the filing deadline, because a quarter with zero revenue must still be declared.

One last point on method: sources don't all agree on how to treat a mixed activity that combines services and trade. If that's you, get written confirmation from the tax authority or an accountant rather than relying on a general table, this one included.

What do the Morocco self-employed key figures mean for a foreign company?

If you pay a Moroccan freelancer from abroad, the caps matter to you as much as to them. A contractor who passes the threshold twice in a row loses the status, and your invoices, payment flows and contract lose their footing mid-project. Ask early how much of the annual cap the engagement would use. A six-month mission at 25,000 MAD a month already consumes 150,000 MAD of a 200,000 MAD services cap (a simple sum, shown as an example).

For open-ended roles, an employment relationship is usually cleaner than stacking freelance contracts. That's where an employer of record comes in, and it takes over the legal employer role locally, without you opening a Moroccan entity.

And for you, in practice?

These figures don't crown a best status. They show when a status stops fitting. The table below maps three situations to the option that usually holds up.

Your situationOption to look atWhy
Services, under 200,000 MAD a year, several clientsAuto-entrepreneur1% tax, light paperwork
Services, revenue near or above 200,000 MAD, long assignment with one clientUmbrella company (portage) or a companyNo revenue cap, employment contract and employee cover under portage
Foreign company that wants to employ someone in Morocco without a local entityEmployer of RecordThe EOR becomes the local legal employer

Portage isn't free: the provider charges a management fee, which cuts the net compared with a self-employed worker who stays under the cap. The real question is net pay, not gross. If your case fits none of these rows, talk to a WEEPO advisor with your numbers in hand, and you'll know after one call which option stands up.

Methodology and sources

Headcounts come from the DGI activity report relayed by TelQuel. Caps and the exit rule are read straight from the text of Law 114-13. Tax rates, withholding, VAT and filing deadlines follow the 2026 DGI guide as reported by Le Brief, cross-checked against the practical guides from Ordavia and Hisab. Worked examples are illustrations, not real cases. Last checked: 22 October 2026.

FAQ

How many self-employed workers are there in Morocco?

Morocco had 463,383 registered auto-entrepreneurs at the end of 2025, according to the DGI activity report relayed by TelQuel in June 2026. That's about 5% more than a year earlier. The figure counts registrations, not the people who actually file revenue every quarter.

What is the revenue cap for a self-employed worker in Morocco in 2026?

Law 114-13 sets two annual caps on cash-in revenue: 200,000 MAD for services and 500,000 MAD for industrial, commercial and craft activities. Exceeding the thresholds two years in a row means leaving the regime, so a single bad year doesn't end it, but it should trigger a review.

What tax rate does a self-employed worker pay in Morocco?

The tax is a flat levy on cash-in revenue with no expense deductions: 1% for services and 0.5% for trade, industry and crafts. On 150,000 MAD of services revenue, that's 1,500 MAD, and no further income tax is due on those receipts under the regime.

Does the 30% withholding apply to every client?

It applies to services only, and only to the part of what a single client pays in a year above 80,000 MAD, based on the 2026 DGI guide as reported by Le Brief. With 120,000 MAD from one client, the withholding is 30% of 40,000 MAD, or 12,000 MAD.

Does a self-employed worker in Morocco charge VAT?

No, while revenue stays under 500,000 MAD the worker is outside the VAT scope, per the 2026 DGI guide reported by Le Brief. Invoices go out without VAT, and any VAT paid on business purchases such as software or equipment can't be recovered.
